Keith Tilley has been a native resident of Groesbeck for 58 years.  He is a Groesbeck High School graduate and attended college at the University of Texas Arlington.

He was hired by the City of Groesbeck in 1982 as a sanitation truck driver under Mayor Rufus Oliver.  He worked in the sanitation department for four years before transferring to the Water Department in 1986.  He was soon promoted to Assistant Director of Public Works under James E. Dick, Public Works Director.  When Mr. Dick retired in 1993 Keith was promoted to Director of Public Works.  Tilley supervises 13 full-time employees in the Public Works Department. The department has four divisions: water, sewer, street and parks. Tilley has 37 years of experience with the City.

Keith served as a member of the Groesbeck Volunteer Fire Department for over 25 years and is now retired from the department.  He holds a class B water and wastewater license, a state issued certified Plumbing Inspector license and is currently Vice President of the Texas Water Utilities Association Tri-Sota Valley District. 

Keith’s number one priority is to protect the public health by providing an adequate and safe drinking water supply and wastewater system, to maintain a great Parks and Recreation Department and improve the quality of life of Groesbeck residents of all ages.
